The role of the CCTV Room & Emergency Planning Manager is a new, exciting and important role for Stockport Homes Group (SHG). The role will take strategic responsibility for the organisations CCTV service and ‘Out of Hours’ response in the event of an emergency and will be responsible for ensuring the business has robust continuity and emergency plans in place, which are tested and proven. 

In this role, you will: 

  • Lead on all aspects of people management, employee engagement, customer excellence and service area performance in this fast- paced directorate, with often fluctuating circumstances, operating 24hr services. 
  • Directly manage Control Room & CCTV Team Leaders within the control room and provide excellent leadership, supporting them to work effectively together to manage day-to-day operational tasks and performance. 
  • Ensure that excellent levels of staff engagement are achieved and maintain good staff morale providing day-to-day management for several service areas and support ongoing changes to the structure of this directorate. 
  • Ensure that SHGs emergency plans link into the wider Civil Contingency plan, owned by the Council and also ensure SHG’s plans are aligned to (and tested against) the GMRU (Greater Manchester Resilience Unit) strategy 2020-2030, as well as meeting all principles of GM Prepared guidance. 
  • Take ownership over this aspect of SHG’s OOH services, and they will work alongside relevant colleagues to co-ordinate an effective and streamlined OOH service. 

Our ideal candidate will have: 

Essential 

  • The ability to demonstrate a good knowledge of people management skills and talent development – including recruiting the right people for the job and ensuring on-boarding of new staff is pro-active and meaningful. 
  • The ability to demonstrate experience of working with customers, leading to evidential outcomes including satisfactory resolution of complaints.
  • Excellent written/verbal communication skills which include chairing meetings, presenting reports to Senior Leadership teams, and briefing/training frontline teams. 
  • Experience of Service Delivery management, including performance and team management – ideally in a 24hr /Control Room/ OOH capacity.
  • The ability to work under pressure and have a forward-thinking and positive approach to problem-solving with proven experience in effective decision-making. 
  • The ability to build effective relationships with staff, customers, partners and stakeholders. 
  • Experience of successfully managing, engaging and empowering operational teams and delivering services to agreed standards and targets. 
  • Good business and commercial acumen to continually explore opportunities to sell services to other agencies and attract funding through pooling of resources or through effective external funding bids. 
  • The ability to thrive whilst working in a pressured environment, be resilient and energetic and able to see the opportunity in challenge. 
  • A flexible approach to work.

The successful applicant's appointment will be subject to satisfactory basic clearance by the Disclosure and Barring Service and satisfactory enhanced employment references going back 5 years. Additionally, the applicant must have the ability to successfully apply for and obtain an SIA CCTV Licence, which will be provided as part of the employment and funded by SHG. The applicant will also be required to complete GMP Vetting for the use of Police Airwaves Radios, which requires the applicant to have been a UK resident for 3 years or more. 

Desirable 

  • Have evidence of continuous professional development and/or educational qualification in this field.
  • Have knowledge of the Social Housing Sector and how emergency preparedness fits into the overall management responsibility of a Social Housing Landlord.
  • Have specialist knowledge and experience in dealing with CCTV monitoring major incidents, in a complex environment, involving large numbers of staff and members of the public.
  • An understanding of how IT systems and infrastructure can impact on resilience planning.
